(Continued From Page that scaring a child is cruel and sadistic. The beck it is. Check the fairy tales told the world: First, there's the story of these two kids who are rejected by their parents and are taken for one-way ride into a remote region of the country. Once there, they're booted out of the family care and left to forage on their own. They manage to make their way to a cot.

tage where a nice old lady puts them Into protective custody until the proper authorities can be notified and these two kids thank her by shoving the kindly old gal into an oven, steal all her cash and make their way back to the family fold where they are welcomed back with open arms because the kids are loaded now and doubtedly on the lam from law because they bumped the old lady off. THAT'S THE kind of story kids are supposed to go for instead of a movie about Dracula, the Mummy, Frankenstein and other such folks. Childhood isn't the same as it used to be Education In South Progresses ATLANTA (AP) The South has made steady progress in narrowing the quality gap between it and the nation in higher education but still has a long way to go, says the Southern Regional Education Board. The board listed these signs of progress: Southern universities are producing a greater proportion, now 17 per cent, of the nation's annual crop of PhDs. -The disparity between Southern and non-Southern face ulty salaries is being reduced.

The proportion of accredited Southern institutions is growing. -The percentage of federally sponsored research and development at Southern universities and colleges is on the upswing. There has been a slight increase in the share of National Defense Education Act fellow. ships for graduate study allocated to Southern universities. Major development grants from the National Science Foundation and the Ford Foundation are giving a boost to efforts to achieve academic excellence at several Southern institutions.

In a regional report on quality education released Saturday, the board said one of the factors contributing to the optimism spawned by these gains in the growing national concern with over -concentration of federal funds in a few institutions of established excellence. It said any shift toward broader distribution of these funds would be certain to bolster the quality of advanced education in the South. The proposed rating bureau would set standards, classifica.

NAIL officials propose that South Carolina adopt the Callfornia automobile liability insurance plan. This proposal is blasted by Gambrell who says: "'The NAIL has not been shy about expressing its ardent admiration of the California no -prior approval rate laws under which any insurance company can raise its rate as much as, and as often as, pleases without seeking or recelving the approval of the insurance commissioner or any. one else. NAIl asked for elimination of regulatory authority over insurance rates in all of the other states so that these rates can be raised whenever and so often as the companies desire, it is somewhat difficult to understand its professed alarm in South Carolina that the proposed rating bureau will "force rates up for several hundred thousand South Carolinians in amounts ranging up to 30 per cent or Gambrell cited what he called another example of NAN competition.

This is found in what Gambrell calls the Kline Theory as defined by George C. Kline, Allstate Insurance Co. genera) counsel. Kline Theory concludes that a company, such as All. state, imposes upon its insureds a rate increase but the resulting rate is not more than the rate of some other insurer or bureau, the insurance commissioner may not call the rate excessive even though Allstate's experience does not justify any increase and even though the other insurer's or bureau's risks are entirely different in character.

"In addition to the impact on the cost of other people's insurance this practice (it is now more than a theory) denies to many good drivers full rate allowances for their safe driving habits." Gambrell charges. Gambrell agreed with an NAn official statement that some insurance companies are losing money. But the commissioner pointed out that this is not true industry-wide. He displayed a sworn financial statement from Allstate Insurance Co. which shows that last year the company reaped a $63,800,000 profit and paid about million in federal taxes.
