I 2B, THE TIMES AND DEMOCRAT, Orangeburg, S.C., Monday, Area Deaths CHARLESTON, S.C.Michael C. Zeigler USAF, of McClellan Air Force Base, Sacramento, died Feb. 9 near Peterson Field, Colorado Springs in an airplane crash following a mid-air collision. Funeral service will be 2 p.m. Wednesday at the Charleston Air Force Base chapel with full military honors.

Burial will be in the Live Oak Cemetery on Highway 61 near the Magnolia Garden Rd. here. Capt. Zeigler attended public schools here while his father was Army District Engineer. He was an honor student at St.

Andrew's High School and was a member of the football team. He was appointed to the U.S. Air Force Academy by the late L. Mendel Rivers and graduated from the Academy in 1970. At the Academy, he was on the superintendent's list for academic and military excellence and was a lieutenant colonel squadron commander his senior year.

He received his pilot training at Columbus Air Force Base, where he graduated eleventh in a class of 46. He was the maternal grandson of the late Mr. and Mrs. Paul Frank Spigeners and paternal grandson of Mrs. Lula Zeigler Rucker and the late Julius M.

Zeigler. Survivors include the widow, Mrs. Jaime Alexander Zeigler of Sacramento, the parents, Colonel (USA Ret.) and Mrs. Clyde C. Zeigler of Charleston; two sisters, Mrs.

Milan 0'Bradovich of Charleston and Mrs. Theodore Clyburn of Columbia and a brother, Robert C. Zeigler of Arlington, Va. Memorials may be made in the name of Capt. Zeigler to the Association of Graduates, USAF Academy, Colorado Springs, 80840.

Stuhr Funeral Home of Charleston is in charge. MRS. CHIZELL GARVIN MICHAEL ZEIGLER Mrs. Chizell Baxter Garvin of the Prospect Community died Friday at the home of her daughter, Mrs. Utsey at 332 Jamison Ave.

Funeral plans are incomplete and will be announced by the Bethea Funeral Home. FREDDIE MILLER SR. NEESES, S.C.-Freddie E. Miller 78, of Neeses, died early Sunday at his home after being in declining health for several years. He was born in Orangeburg County, a son of the late Joe and Izora Hutto Miller.

He had lived all of his life at Neeses and was a member of Mt. Beulah Pentecostal Holiness Church. He was a retired farmer. Survivors include the widow, Mrs. Annie Bryan Miller of Neeses; three daughters, Mrs.

Delores Peele of West Columbia, Mrs. Jewel Chavis and Mrs. Jocelia Williams, both of Neeses; two sons, Freddie E. Miller Jr. of Orangeburg and James C.

Miller of Neeses; 12 grandchildren and a number of nieces and nephews. Funeral service will be 4 p.m. Monday, at the Mt. Beulah Pentecostal Holiness Church conducted by the pastor the Rev. Emery T.

Martin, assisted by the Rev. H.W. Brown. Interment will be in the churchyard. Friends may call at the residence and at the Culler Funeral Home.

Active pallbearers will be Henry Chavis, Lewis Miller, Charles Chavis, Tony Bryan, John Paul Davis and James Davis. Honorary pallbearers will be deacons of the Mt. Beulah Pentecostal Holiness Church and members of the Men's Bible Class. MRS. MINNIE WEATHERFORD EUTAWVILLE, S.C.--Mrs.

Minnie Lee Weatherford, 80, died Saturday night in the Orangeburg Regional Hospital. Funeral service will be 3 p.m. Monday at the Antioch Pentecostal Holiness Church officiated by the Rev. Sam Pressley. Burial will be in the Eutawville Cemetery directed by Sauls-Rhame Funeral Home.

Mrs. Weatherford was born in Berkeley County, a daughter of the late Adam and Mrs. Rosalee Varner Winningham. She was a member of the Antioch Pentecostal Holiness Church. Survivors include four daughters, Mrs.

Gordon (Lillie) Adkins, Mrs. Billy (Emma Dell) Yount, Mrs. Richard (Vergie) Rudd, all of Eutawville and Mrs. Tom (Annie) Jackson of Holly Hill; three sons, Calvin Weatherford and Jessie Weatherford, both of Eutawville and Claudie Weatherford of Holly Hill; a sister, Mrs. Robert (Annie) Garrett of Eutawville; a brother, Adam Winningham of Vance; 40 grandchildren, 68 great grandchildren and four great-great-grandchildren.

Pallbearers will be James Adkins, Donnie Bilton, Edward Campbell, Wayne Rucker, James Kemmerlin and Julius Weatherford. MRS. RUTH WILLIAMS Mrs. Ruth A. Williams, daughter of the late Henry F.

and Mrs. Minnie McCloud Amaker, and widow of Earl Williams, died at her home Friday afternoon. Funeral service will be at New Mt. Zion Baptist Church, 4 p.m. Wednesday.

Mrs. Williams was educated in the schools of Orangeburg and taught in the Orangeburg City system for a number of years. Survivors include a daughter, Miss Heidi E. Williams of New York City; three sisters, Mrs. Marie Smalls of Orangeburg, Mrs.

Queenie Salley of WinstonSalem, N.C. and Mrs. Monnie Harper of New York City; two brothers, Julius Amaker of Charleston and Leon Amaker of St. Thomas, Virgin Islands; two sisters-in-law and several nieces and nephews. Bythewood Funeral Home: is in charge of arrangements.

LONG BEACH, Calif.Vernon C. Alves, a native of California and formerly a resident of Denmark, S.C. where he was cashier of a Denmark bank, died Sunday afternoon after a short illness. Funeral service will be in Long Beach. Survivors include the widow, Mrs.

Mary Brown Alves, formerly of Norway, S.C. and a daughter of the late J.V. Brown. Other survivors are a daughter, Mrs. Jimmy (Donna) Dorsey of Long Beach and four grandchildren.

The family suggests that those who wish may make memorials to the American Cancer Society. Senate House Mass Transit Bill Being Revised VERNON ALVES WASHINGTON (AP) Senate-House conferees on a masstransit operating subsidy bill plan to try to revise it this week to see whether it can be made acceptable to President Nixon. The conferees reached agreement on the legislation last December, just before the 1973 session ended, but held it over until this year to avoid a possible pocket veto. Nixon seemed certain to reject the measure because the executive branch always had opposed such subsidies. However, the President now has announced, as a part of his 1974 program, that he will support some subsidies in this field.

In the light of this change of policy, Sen. Harrison A. Williams, chief sponsor of the bill, said the conferees would meet Wednesday to take another look at it. The Nixon measure would make available $700 million in fiscal year 1975, with larger amounts in later years, which could be used either for masstransit operating subsidies or for capital expenditures at the option of the cities. The money would be allocated on the basis of the population in urbanized metropolitan areas.

The Williams bill would authorize $400 million each for the current fiscal year and for fiscal 1975, which begins next July 1, to be used entirely for the operating subsidies. The money would not be apportioned on the basis of a population formula but would be paid out on acceptance by the Department of Transportation of an application from a city with a floundering subway, rail commuter or bus system. Williams said he was particularly anxious for the program to start in the current year, since some transit systems are in danger of collapse. Congressional experts say the administration formula might result in allocations to some cities that have no mass-transit problems. The Senate repeatedly has voted for operating subsidies, but the House rejected them until last vear.
