January 27. 1990 City to also seek drug ff ighHunds City of Orangeburg Mayor Martin Cheatham has informed The Times and Democrat that the city was represented this week at a workshop meeting in Columbia for county and municipal agencies intending to apply for shares of a $5.7 million grant to combat drug trafficking and drug-related crime. Representing the city was Sherrill Hampton, director of planning and development for the city.

The city is considering plans to write a proposal for a project eligible to be funded through the 75 percent matching grant to be administered through the governor's office. Mrs. Stephens died Monday. She was born Jan. 8, 1920, in North Station, a daughter of the late Asberry Johnson and Josephine Johnson. She was the widow of Johnny Allen Stephens.

Survivors include four sons, Rudolph Stephens Sr. of Holly Hill, Clif ton Stephens of Stamford, and Earl Stephens and Carlisle Stephens, both of Bridgeport, three daughters, Helen Glenn of Jamaica, N.Y., and Ruby Johnson and Joanna Evans, both of Stamford, a brother, Dorsey L. Johnson of Ridge ville; and two sister-in-laws, Martha Johnson of Holly Hill and Carrie Bell Johnson of Ridgeville. Friends may call at the residence. Virgil Holman Westbury Virgil Holman Westbury, 77, of 925 Riverside Drive NW, Orangeburg, died Friday morning at Edisto Convalescent Center. Graveside funeral services will be held at 2 p.m. Saturday in Memorial Park Cemetery, with the Rev. William L. Coates officiating.

Honorary pallbearers will be members of the Berea Sunday School Class. Mr. Westbury was born in Orangeburg County, a son of the late Herman Hampton Westbury and Rosamond Grace Hook Westbury. He was a retired fireman and a member of First Baptist Church and its Berea Sunday School Class, Woodmen of the World and Walnut Camp No. 17.

Survivors include his widow, Mrs. Blanche Jameson Westbury of the home; a daughter, Jane Susan Westbury of Columbia; three sisters, Mrs. Mozelle Hutto, Mrs. Mildred Geiger and Mrs. Gwen Sheck, all of Orangeburg; and a brother, Warren L.

Jessie Mae Williams The funeral for Mrs. Jessie Mae Williams, 69, of Route 2, Box 102, Cope, will be held at 1 p.m. Sunday at Emanuel AME Church in Cope, with the Rev. Moses Mc-Cants, pastor, officiating. Burial will be in the church cemetery.

Pallbearers will be trustees and stewards of Emanuel AME Church. Mrs. Williams died Thursday. She was born in Orangeburg, a daughter of the late Kirkland Obituaries Cecil W.Byrd BRANCHVILLE, S.C. Cecil W.

Byrd, 81, of Route 1, Box 19, Branchville, died Friday at Richland Memorial Hospital in Columbia following a brief illness. The funeral will be held at 3 p.m. Sunday at Ott Funeral Home Chapel, with the Rev. Wayne Manning and the Rev. Robert Taylor officiating.

Burial will be in Sardis Cemetery. Mr. Byrd was born in Orangeburg County, a son of the late Andrew N. Byrd and Anna Metts Byrd. He was a retired farmer, a member of Branchville Christian Church, Branchville Business League and Woodmen of the World.

He was a lifelong resident of the community. Survivors include his widow, Mrs. Lottie Ash Byrd of the home; a son, Rodger Byrd of Branchville; a sister, Rosanell Hungerpiller of Four Holes community; a granddaughter; three step-granddaughters and two step-grandsons. The family will receive friends from 7 to 9 p.m. Saturday at the funeral home.

Friends may call at the residence and at the funeral home. The family suggests memorials be made to Branchville Christian Church Building Fund. Mrs. Beaulah Caldwell NEW YORK The funeral for Mrs. Beaulah Mae Gilyard Caldwell, 48, of New York, will be held at 3 p.m.

Saturday at Emancipation Baptist Church, U.S. Highway 601, St. Matthews, S.C, with the Rev. Uzell Hoeser officiating. Burial will be in the church cemetery.

Pallbearers will be brothers-in-law. Mrs. Caldwell died Sunday. She was born in Orangeburg County, a daughter of Mrs. Catherine Baker Gilyard and the late William Gilyard.

She was a graduate of Wilkinson High School in Orangeburg and received her bachelor's degree in elementary education from Long Island University in Brooklyn, N.Y. She was an early childhood instructor with the New York City school system. She was a member of First Baptist Church in Brooklyn, N.Y. Survivors include her husband, John Caldwell of the home; her mother of Orangeburg; two daughters, Mrs. Mildred Thomas of Orangeburg and Miss Roslyn Caldwell of Brooklyn, N.Y.; a son, Frederick Caldwell of Brooklyn, N.Y.; nine sisters, Mrs.

Thelma Haggerty of Amityville, N.Y., Mrs. Corine Aigoro and Mrs. Willie L. Gabriel, both of Bronx, N.Y., Mrs. Deloris Simmons, Miss Bertha Gilyard, Mrs.

Daisy 0. Crapps EUTAWVILLE, S.C. The funeral for Mrs. Daisy Ott Crapps, 78, of P.O. Box 37, Eutawville, will be held at 2 p.m.

Saturday at Eutawville United Methodist Church, with the Rev. Beth Burgess, the Rev. Eric Stroman and the Rev. J.R. Jones officiating.

Laura Nell Fralick, 43, of Route 3, Box 1425, Orangeburg, died Thursday afternoon at Aiken Regional Medical Center. Nealie Utsey Ingram and the late William Murray. She was a member of Reevesville Baptist Church and the Ruth Sunday School Class. Survivors include her widower, J. Carlisle McAlhany of Reevesville; two sons, Dr.

Joseph C. McAlhany of Greenville and Dr. John W. McAlhany of Greenwood; two brothers, Charlie C. Murray of Moncks Corner and Dalcho J.

Norma E. Mims HARLEYVILLE, S.C Mrs. Norma Elizabeth Hay Mims, 78, of Route 1, Box 210, Harleyville, died Thursday at her son's residence in Harleyville. The funeral will be held at 3 p.m. Sunday at Southern Methodist Church of Harleyville, with the Rev.

John Hucks and the Rev. Frank Copeland officiating. Burial will be in Harleyville Cemetery. The casket will be placed in the church at 2 p.m. Pallbearers will be Don Hay, Allen Hay Richard Griffith, Hubert Shieder, Bob Bell and Harold Mizzell.

Mrs. Mims was born in Lancaster County, a daughter of the late Franklin Hay and Bertha Flynn Hay. She was a member of Southern Methodist Church of Harleyville and the Ruby Hussey Women's Society. She was the widow of J.B. Mims Jr.

Survivors include two sons, Frank Mims of Doraville, and Tom E. Mims of Harleyville; a sister, Mrs. Sara Walker of Charleston; and two grandchildren, Mrs. Ruth Minus of St. George and Shawn Mims of Harleyville.

George Richard O'Cain Jr. DES MOINES, Iowa -Graveside funeral services for George Richard O'Cain 50, of 1515 Germania Drive, Des Moines, will be held at 2 p.m. Sunday, Jan. 28, in Memorial Park Cemetery in Orangeburg, with the Rev. Carl N.

Harris officiating. Mr. O'Cain died Thursday, Jan. 11. He was born in Orangeburg, a son of George Richard O'Cain Sr.

and Elizabeth Fersner O'Cain. He was a graduate of Clemson University with a bachelor's degree in architecture. He was formerly associated with Lockwood-Greene Architects of Spartanburg and founded and later operated O'Cain Architecture of Spartanburg. He was a member of The American Institute of Architects and a board member of the Spartanburg American Red Cross chapter and the Spartanburg Clemson Club. He was a director of the Spartanburg Kiwanis International chapter and a member of St.

Paul's United Methodist Church of Orangeburg. Survivors include his widow, Mrs. Jodi Davis O'Cain of the home; his parents of Orangeburg; a sister, Mrs. William H. (Ann) Glover of Orangeburg; three brothers, Dr.

She was a member of Double Branch Baptist Church, served for 25 years with Southern Bell as a material service coordinator and was a member of the Orangeburg Baptist Association-Sunday School Assist Team. Survivors include her husband, Edmund H. "Bobo" Fralick of Orangeburg; a son, Edmund H. James L. Johnson ST. GEORGE, S.C. James Leroy Johnson, 62, of Route 2, Box 1265, Bowman, died Tuesday at The Regional Medical Center. The funeral will be held at 1:30 p.m.

Saturday at Shady Grove United Methodist Church, with Dr. John H. Elliott officiating. Burial will be in the church cemetery. Mr.

Johnson was born in Dorchester County, a son of the late Willie and Celia Kitt Johnson. Survivors include a daughter, Louise Pelzer of Washington; three sisters, Mrs. Edna Leggett and Mrs. Hazel Bowman, both of St. George, and Mrs.

The funeral for Joseph Dozier Lemon, 72, of Route 1, Box 275, Elloree, will be held at 3 p.m. Sunday at Union AME Church in Elloree, with the Rev. Helen Zeigler officiating. Burial will be in the church cemetery. Pallbearers will be relatives and friends of the family.

Mr. Lemon died Tuesday. He was born in Lone Star, a son of the late Gabriel Lemon and Ida Brantley Lemon. He a member of Union AME Church and the YMCA and was employed as a carpenter. He attended the Orangeburg County public schools.

Survivors include his widow, Mrs. Corine Hampton Lemon of the home; two sons, Hercules Lemon of Orangeburg and Joseph Lee Lemon of Gastonia, N.C; two brothers, Junior Martin of Elloree and Freddie Martin of New York; seven grandchildren; and two great-grandchildren. Mrs. Juanita Murray McAlhany, 71, of P.O. Box 97, Main Reevesville, died Friday at Trident Regional Medical Center in Charleston. The funeral will be held at 3 p.m. Sunday at Reevesville Baptist Church, with the Rev.

Roy Ryan and the Rev. Richard Abel officiating. Burial will be in the church cemetery. Pallbearers will be Doug Reeves, Durham Reeves, Don Canaday, Dr. J.

Gavin Appleby, Newton Bruce and Emory Reeves. Mrs. McAlhany was born in Dorchester County, a daughter of was released from TRMC Friday, said a hospital spokesperson. Gerald Randolph, 34, of 105 Carroll Boulevard, Orangeburg, was allegedly involved In an argument with a Columbia man that turned Into a fight. According to the incident report the Columbia man smashed a bottle on the victim's face.

City Department of Public Safety Folic The police division made four arrests during thd 24-hour period ending at 8a.m. Friday. South Carolina Highway Trooper First Class Joseph Chandler Jr.

said none of the people were seriously injured, although some of the passengers in the cars suffered broken bones and cuts. He said both of the vehicles involved were totaled. Chandler said it is possible at least one of the drivers avoided more serious injury because there was an air bag in the car, which was activated when the collision occurred. Chandler said a car driven by Maxie Holmes, 21, of Myrtle Beach, was headed south on U.S. 301, with one passenger in the car, Lamont Myers, also of Myrtle Beach.
