James Leroy Young, 45, is suing the city because police had no credible evidence when they arrested him in the Feb. 14 death of Boyd Gilliam, 87, Young's lawyer said. Spartanburg City Attorney Spencer King, who will not represent the city in the case, said he has not been notified who will be named to represent the city by the South Carolina Municipal Risk Pool.
